aha! Process School Programs - Research & Development
The Payne School Model is a comprehensive, research based approach to
success in schools that meets the requirements set under the Federal No
Child Left Behind Act. The Model is based on the trainings, A
Framework for Understanding Poverty, Learning Structures,
and Meeting Standards and Raising Test Scores and focused on
small group technical assistance to embed proven concepts and
strategies into daily practice. The Model has been successfully
implemented across the country. In addition to the results listed below,
Dr. William Swan, Ed.D., Professor Emeritus, University of Georgia, Educational Leadership Associates,
is conducting ongoing evaluation in several schools.

External Review of Research:
An external review of nine research reports on the Payne School Model, led by Dr. C. Thomas Holmes, Professor,
The University of Georgia, has been completed. Holmes, along with four other reviewers, concluded that the design
employed in these studies was appropriate, the statistical tests were well chosen and clearly reported, and the author’s
conclusions followed directly from the obtained results.
